Decaying Raduga 33

    Raduga 33 should decay in about 3 days.
    
    Current elset from OIG:

    The inclination is 48 and the perigee is at latitude north 48 in the
    Earth's shadow.  However, it is making evening passes for latitudes
    between north 25 and about north 38 (shadow entry).
    
    I have "discrepancies" between the mean motion and eccentricity
    on the Spacecom elsets compared to my numerical integration program.
    That program was used to generate this elset (2 revs later than the
    above):

    The 03:27 pass this evening is predicted to be about 45 seconds later
    by this elset.
    
    So I am interested in an approximate positional observation some
    time in the next few days in order to see if that resolves the
    "discrepancy".
